Position Summary
LingaTech is seeking a dedicated, full-time Proposal Writer to support our continued growth and expansion of IT service offerings. This is a remote position, with a preference for candidates located in Central Pennsylvania or candidates familiar with public-sector procurement opportunities in Pennsylvania, New York, Maryland, Virginia, Delaware, New Jersey, and surrounding states.

LingaTech is a Shipley sales methodology company and utilizes Shipley-based capture, proposal development, review, and submission processes to support disciplined opportunity qualification, compliant proposal development, and consistent pursuit management.
The Proposal Writer will assist in searching for relevant bid opportunities, reviewing solicitation requirements, coordinating response activities, drafting proposal content, and helping ensure that submissions are complete, compliant, compelling, and submitted on time. This position will primarily support responses to government clients at the state, county, municipal, and public-sector agency levels. The successful candidate will have at least three years of proposal writing experience and the ability to manage multiple deadlines in a fast-paced business development environment.
Key Responsibilities
- Identify, monitor, and track bid opportunities from state, county, municipal, education, and other public-sector procurement portals.
- Review solicitations, RFPs, RFQs, RFIs, ITQs, staffing requests, addenda, forms, and procurement instructions to determine response requirements, deadlines, evaluation criteria, mandatory qualifications, and submission requirements.
- Assist in evaluating bid opportunities for fit, including scope, eligibility requirements, certifications, geographic relevance, staffing needs, past performance requirements, and submission deadlines.
- Support Shipley-based capture and proposal development processes, including opportunity qualification, proposal planning, compliance tracking, color team reviews, win theme development, and final submission readiness.
- Prepare proposal outlines, compliance matrices, checklists, calendars, and response schedules to ensure all requirements are understood and addressed.
- Draft, edit, and format proposal content, including executive summaries, company qualifications, technical responses, management approaches, staffing plans, resumes, past performance summaries, cover letters, forms, and required attachments.
- Coordinate proposal inputs from executive leadership, subject matter experts, account managers, recruiters, finance, subcontractors, legal, and other contributors.
- At times, lead smaller or moderately complex proposal responses from initial review through final submission.
- Assist with gathering required documentation, including certifications, insurance information, references, resumes, subcontractor information, pricing inputs, signed forms, and administrative documents.
- Support the development and maintenance of reusable proposal content, including company descriptions, past performance write-ups, project profiles, resumes, capability statements, and standard response language.
- Review proposals for clarity, consistency, compliance, formatting, grammar, responsiveness, and alignment with client requirements.
- Support final production and submission activities, including document formatting, PDF preparation, file naming, electronic portal submissions, hard-copy submissions, and coordination of signatures.
- Track proposal status, deadlines, outcomes, lessons learned, and follow-up activities.
- Support post-submission activities, including clarification responses, interview preparation, best-and-final offers, debrief requests, and internal lessons-learned reviews.
- Maintain awareness of public-sector procurement practices, contract vehicles, supplier diversity programs, vendor registration requirements, and government proposal standards.
Required Qualifications
- At least five years of proposal writing experience.
- Experience supporting responses to government solicitations, preferably at the state, county, municipal, education, or public-sector agency level.
- Strong writing, editing, proofreading, and document organization skills.
- Ability to interpret complex solicitation requirements and translate them into clear proposal tasks and response structures.
- Strong attention to detail, especially when working with compliance-driven documents.
- Ability to coordinate multiple contributors and manage competing deadlines.
- Proficiency with Microsoft Word, Excel, PowerPoint, Adobe Acrobat, and shared document management tools.
- Strong organizational skills and the ability to work independently in a remote environment.
- Professional communication skills and the ability to interact with executives, internal teams, subcontractors, and external partners.
- Bachelor's degree in English, Communications, Business, Public Administration, Marketing, or a related field is preferred, but equivalent professional experience will be considered.
Preferred Qualifications
- Familiarity with Shipley proposal development, capture management, color team reviews, or similar structured sales and proposal methodologies.
- Familiarity with public-sector procurement in Pennsylvania, New York, Maryland, Virginia, Delaware, New Jersey, and surrounding states.
- Experience with IT services, staff augmentation, consulting, application development, modernization, or professional services proposals.
- Familiarity with state and local procurement portals, bid notification systems, cooperative purchasing vehicles, and vendor registration processes.
- Experience developing compliance matrices, proposal schedules, response outlines, and production checklists.
- Experience with proposal repositories, CRM systems, SharePoint, Teams, or other collaboration platforms.
- Knowledge of government supplier diversity programs, including small business, minority-owned business, women-owned business, veteran-owned business, or service-disabled veteran-owned business participation.
- Experience supporting pricing narratives, staffing plans, resumes, subcontractor documentation, and past performance sections.
- Familiarity with APMP best practices or formal proposal management methods is a plus.
